After Years of Injustice, Al-Kadhimi Attempts to Shift Responsibility to Junior Employees After Admitting Error in Qi Card Case
After years of injustice suffered by businessman Bahaa Abdul Hussein and Qi Card, former Prime Minister Mustafa Al-Kadhimi has admitted an error in handling the case, while attempting to limit responsibility to mistakes he attributed to junior employees.
The facts of the file extend far beyond that description. The committee that handled the case was established during Al-Kadhimi tenure through a Diwani Order issued by his government, before Iraq Federal Supreme Court ruled that the order was invalid and annulled it for failing to meet required constitutional safeguards.
The controversy surrounding the committee was not limited to administrative concerns. Its operations were linked to serious reports alleging the use of torture, violence and humiliation to obtain confessions from businessmen and officials.
Accordingly, the case of Bahaa Abdul Hussein cannot be closed through a brief admission or an attempt to transfer responsibility to lower-ranking personnel. It requires genuine redress and restoration of standing for an Iraqi businessman and company affected by procedures whose legal framework was found to be flawed.
