Traffic Directorate Unveils Digital App, Law Amendments for Vehicle Ownership Transfer

The General Directorate of Traffic has revealed details of a draft amendment to Traffic Law No. 8 of 2019. This draft includes provisions to avoid doubling traffic fines and to set specific percentages for vehicle window tinting. Concurrently, the Directorate announced the imminent launch of an electronic application that will allow citizens to electronically transfer vehicle ownership from their homes, removing the need for direct visits to traffic departments. Colonel Haider Shaker, the Director of the Media Division, clarified that the proposals and the draft law are currently under discussion to align with developments in the General Traffic Directorate's operations. He noted that the amendments include important provisions, most notably reconsidering the requirement for both the seller and buyer to be personally present before a registration officer. Shaker added that the upcoming electronic application will enable citizens to easily transfer their vehicle ownership from their homes. The amendments also cover driving licenses, implementing a points system for drivers committing various traffic violations, and establishing specific percentages for vehicle tinting. This aims to ensure clear visibility and enhance public safety for all road users, especially with rising temperatures. He indicated a legislative direction to review fines and avoid doubling them, setting them as fixed percentages for most traffic violations. However, deterrent measures and higher fines will be maintained for dangerous infractions like driving against traffic and excessive speeding, which cause serious traffic accidents. Shaker affirmed that these mechanisms will be implemented upon completion of legislative procedures and the law's approval by competent authorities.
