"Secret Understandings" Precede "Vague" Document Between Washington and Tehran

US officials have downplayed the significance of the language in an upcoming memorandum of understanding, set to be announced soon. They assert that the written text does not reflect the essence of "secret understandings" reached through backchannels between the two sides, which they consider the true foundation of the anticipated agreement. These officials indicated that negotiators are working to accelerate the publication of the agreement text between Washington and Tehran, yet they described the document as "extremely vague" and political in nature, rather than a detailed accord. They clarified that its primary aim is "to create a favorable environment for the complex technical talks" that will follow, in addition to providing the Iranian leadership with space to market the agreement internally. Officials also pointed out that this memorandum of understanding does not include fundamental commitments made by Iran through undisclosed channels, a factor that bolstered Washington's confidence in moving forward with its signing. One official stated that "the language of the memorandum should not be over-interpreted," describing it as a "political document." Another official affirmed that the previous administration drafted language allowing Iran to present the agreement in a manner consistent with its internal political needs.
