Trump Unilaterally Blocks $800 Million in Government Spending

U.S. President Donald Trump on Friday took unilateral action to block over $800 million in government spending approved by Congress, targeting programs related to immigration, racial minorities, and education. This move represents the latest round in the ongoing dispute between the Trump administration and Congress over control of public spending in the United States. The White House announced that President Trump "is committed to using every possible tool to reduce wasteful and harmful government spending that does not benefit American citizens." The cuts encompass programs for refugee assistance, minority business development, and overseas environmental preservation. While the U.S. Constitution grants Congress authority over public spending, the White House asserts the targeted programs support illegal immigration, fuel racial tension, and adopt an exaggerated approach to environmental issues. To achieve this, the administration utilized a rarely used mechanism, known as "recission," which bypasses congressional approval. Senator Susan Collins, Chairwoman of the Senate Appropriations Committee, criticized the decision as "illegal." Collins, a Republican member facing a tight re-election race in Maine, stated, "this is the latest attempt by the Office of Management and Budget to undermine Congress's constitutional authority over spending," adding that "any attempt to rescind funds approved by Congress without its consent is a clear violation of the law." The Supreme Court last year declined to block Trump from using the same mechanism to withhold $4.9 billion in foreign aid approved by Congress, during the case's consideration.
