Parliamentary Finance Committee Eyes Separating Allowances, Promotions from Budget

The Parliamentary Finance Committee confirmed a joint parliamentary and governmental initiative to separate several administrative and functional files, including allowances, promotions, and leaves, from the general budget law. This move aims to establish them as independent, permanent legislations, whose activation will not depend on annual budget approval. Committee member Rebwar Karim explained this endeavor encompasses matters previously part of the budget law, such as allowances, promotions, loans, long-term leaves, and land files. He clarified the objective is for these to become fixed and self-regulating laws. Karim added that both the Committee and government concur on dedicating the budget solely to development projects and programs. He highlighted the government's shift towards a program-based budget, requiring independent legislation to govern functional and administrative aspects. He also indicated the Council of Representatives is prepared to address relevant draft laws submitted by the government or to initiate their preparation. Karim affirmed the Committee supports any vision aligning with current requirements and serving citizens' interests, be it for allowances, promotions, or civil service law. Karim emphasized these files demand extensive discussion and consensus between the two authorities. He cited an agreement to reorganize these legislations to facilitate budget approval and completion under a comprehensive reform vision.
