Parliamentary Finance Committee Detects Final Account Violations, to Host Audit Board

The Parliamentary Finance Committee plans to host the Federal Board of Supreme Audit (FBSA) and relevant entities soon, to discuss violations detected in final accounts for 2012-2015. Committee member MP Dilan Abd Al-Ghafour reported a recent meeting, chaired by the head of the committee, MP Adnan Awad Al-Tamimi. They discussed the draft law of final accounts report for 2012-2015, prior to its second reading in Parliament. Discussions revealed several account violations, prompting the FBSA's invitation to verify and clarify them. This aims to finalize the project for parliamentary presentation and voting. Abd Al-Ghafour stressed the FBSA's urgent attendance to provide observations on violations. A report will then be submitted to Parliament for committee discussion, completion of procedures, and voting. Regarding final account delays, Abd Al-Ghafour explained that accounts for multiple years since 2012 remain undiscussed. She affirmed this violates law, the Financial Administration Law, and legal provisions obligating government and parliament to submit, discuss, and vote on them. She noted the Financial Administration Law includes an article regulating this, alongside the FBSA law and other relevant supervisory laws. These laws collectively govern final accounts and the state's financial affairs. She highlighted the necessity of a final account for each budget to detail fund expenditure, allocation, and adherence to budget categories. Concerning the borrowing law, Abd Al-Ghafour clarified the committee's objection isn't to the law itself, but the current proposal requiring thorough study. She stated the matter demands a financial feasibility assessment, which the committee discussed. Any borrowing requires knowing the state's actual need, repayment methods, financial obligations, and the budget's capacity to bear them. The committee requested a clear, comprehensive financial study before proceeding.
