Sadr al-Din al-Qabbanji, the Friday preacher in Najaf, revealed that discussions on the arms control file between the Coordination Framework and various factions have culminated in what he termed an "understanding document." Regarding the third pillar, Al-Qabbanji emphasized that arms control must encompass all non-governmental entities, including the Turkish presence in northern Iraq, the Peshmerga forces, and other similar formations. He noted that the generalization of this law is vital for the project's success. The fourth and final pillar highlights the need for sufficient time, potentially years, to ensure complete aerial sovereignty, the dissipation of threats, and the dismantling of all foreign and illegal presences within the country.
