Iraqi Parliament Mandates Federal Audit Board with Deadline for Ministry Violations

The First Deputy Speaker of the Council of Representatives, Adnan Fayhan Al-Dulaimi, affirmed that the Council will obligate the Federal Board of Supreme Audit to adhere to a specific timeframe for taking necessary actions regarding documented violations by ministries and government institutions in its report. This statement came during a Council of Representatives session held to discuss "The Federal Board of Supreme Audit Report for 2025 and its Contribution to Deterring and Combating Corruption." Al-Dulaimi declared that the Council would take a firm stance against the Board if it failed to adequately perform its supervisory duties. He emphasized that the core mission of the Board is to rectify financial and administrative processes, enhance integrity and transparency, and protect public funds. He reiterated that combating corruption is a fundamental national and popular demand, as well as a constitutional obligation for the people's representatives. Al-Dulaimi added that hosting the Board in an open session aims to reinforce the principle of transparency and inform the public about the report's findings and outcomes. He affirmed that the Federal Board of Supreme Audit is required to disclose the number of cases referred to the Integrity Commission and the Public Prosecution, detail the amount of squandered funds recovered, the number of violations halted, and the measures taken. He also instructed parliamentary committees to monitor the Board's actions across all relevant areas, ensure their implementation, and hold negligent parties accountable, thereby enhancing the effectiveness of the oversight system and achieving its anti-corruption goals. He further noted that constitutional oversight bodies are subject to parliamentary supervision and follow-up. The current parliamentary session is determined to address shortcomings of the previous phase by reactivating the Council's supervisory role over oversight bodies and agencies in accordance with constitutional provisions. Al-Dulaimi stressed that the Federal Board of Supreme Audit's appearance marks the beginning, and all independent bodies under parliamentary oversight must recognize that this session is distinct. The Council is resolute in fully exercising its constitutional powers to monitor and supervise their performance, while also supporting them, contributing to the correction of state institutions' trajectories and enhancing the efficiency of their oversight system.
