Iranian Official Confirms Completion of General Framework for Tehran-Muscat Understanding on Strait of Hormuz

An Iranian parliamentary official announced that the general framework for a memorandum of understanding between his country and the Sultanate of Oman regarding the Strait of Hormuz has been largely completed, indicating that the final text and details will be announced soon. Hassan Qashqavi, spokesman for the National Security Committee in the Iranian Parliament, clarified in a televised statement the details of the understanding reached during talks between Tehran and Muscat concerning navigation lanes in the Strait of Hormuz. He stated, "The general framework for understanding with Oman is almost complete, and will naturally be presented to higher levels for consideration." The official added that the final text of the understanding and a joint statement between the two countries would be issued shortly. This development follows a period of tensions, as Iran and the United States had previously reached an initial agreement on June 14th of last year, mediated by Pakistan. This agreement stipulated the reopening of the Strait of Hormuz in exchange for the unfreezing of Iranian assets, with Tehran committing not to impose transit fees on ships for sixty days. However, the United States did not proceed with the release of Iranian assets following the signing of the memorandum of understanding, instead designating an alternative route for ships to pass through Omani territorial waters. Tehran deemed these actions a violation of the agreement, prompting it to restrict navigation in the Strait and target several vessels it claimed attempted to cross without authorization. Despite the previous memorandum of understanding, US-Iranian tensions escalated into military confrontations that began on July 8th and lasted for nearly two weeks, before Iran resumed its discussions with Oman to define safe passage corridors for ships in the Strait of Hormuz. A spokesman for the Iranian Foreign Ministry, Esmaeil Baqaei, recently announced an agreement with Oman concerning the geographical coordinates of the safe navigation channel designated for commercial vessels transiting the Strait of Hormuz.
