Advisor Outlines Options to Address Revenue Shortfall

Economic advisor Mudher Mohammed Salih said the government has several options to address revenue shortfalls, including domestic borrowing coordinated with monetary policy.

He noted that current reserves can support this approach.

Without harming economic stability.

If reserves fall to critical levels.

External borrowing could be used.

To maintain development momentum.

And stabilize internal debt structure.

He said about half of domestic debt is held by state institutions.

Including the Central Bank of Iraq and state banks.

He added that debt could be swapped with state assets.

To diversify the economy and boost private sector partnerships.
